Council adopts budget cap ordinance, introduces housing measures

NJ CLARK — Clark Council adopts budget authority, introduces five housing ordinances. The Township Council unanimously approved Ordinance 26-03, authorizing the municipality to exceed its mandated three-point-five percent budget appropriation cap with a cap bank enabling unused authority to carry forward through 2027 or 2028. Mayor Angel Albanese emphasized the measure provides flexibility for managing higher costs while banking unused capacity for future years.
The body also introduced four zoning ordinances and a comprehensive affordable housing ordinance, all part of the township's settlement with the Fair Share Housing Center regarding a present need of seventy-one units and prospective need of one hundred sixty-six units, with public hearings scheduled for early March.
